Yeast Growth Time- Starter

How much time is needed when making a starter to achieve proper yeast growth. Assume a 2 Liter starter, would 48 hours be enough?

JZ says 12-18 hours on a stir plate (or maybe with regular swirling) will get you all the growth you are going to get.

Also, does it make a difference if you are using a stir plate? I know more yeast growth can be achieved through using a stir plate but not sure if its also quicker.
