I don't think the point was to rip anyone for not scoring it appropriate. Personally I could care less about what the score is, as long as the person put forth an effort. Sure, I want my beer to score high and I would like to win, that is a big part of entering. But if it scores low, the judge owes it to the entrant to explain what they did not like so the person can see if they want to fix it or not. If you think there is DMS, or too little hop aroma, it's out of style, so be it. But say that. Then the person can taste their beer and maybe make changes to make the beer better. But writting "malty, citrus" for an aroma comment then knocking 5 points off and no stating what they didn't like about the beer is just poor judging. I always say, we have to remember that someone paid their hard earned money to have us judge their beer against others in the same category ($9 or $14 per beer for this comp in particular). If you don't want to put forth the effort to give the person honest and the best feedback you can, then why are you judging? For me, that is my gripe. Not whether or not the comments or number score was accuarate in my opinion.
However, sometimes you do get the person who gets pissed because you scored their best beer ever, a 23. But as long as you filled out the scoresheet properly as it should be. And you were honest, you did your job. People don't become jaded and stop entering competition from receiving good feedback. It's when they get too many very poorly written sheets they see entering as a waste of money. Or am I wrong?
