Just another idea, BDawg's kit idea got me thinking.
If we couldn't get a place like B3 to make a kit, we could pick a kit from an online store. For example, NB list the ingredients/amounts on their kits and usually have an extract and all-grain version of each one.
This way we would have a set ingredient standard of type and amounts (extract/grain, hop and yeast). How you make the recipe would then be up to you. This way if you have the ingredients or can easily pick up what you are missing, you can. Or you could order the kit and have everything. It would also make sure all the ingredients could be found (if they have ingredients for the kit, they have the ingredients for sale).
The hop situation is also a problem. I would love to do JZ's Brown but the Amarillo alone will run me just under $25. Maybe coming up with extract/grain and yeast restrictions but leaving the hop bill open (still having an IBU range limit) could help.

-Even if alcohol does kill off brain cells, we all know alcohol goes for the slower, weaker ones first -- making your brain more sleek and efficient.
