Foaming over during aeration

Hope this is the right place for this topic.

I have an aquarium pump for a 40 gallon tank and a 2 micron stone with a hepa filter in the line.

Whenever I aerate my starters or my wort in the carboy I have foam coming out the top in less than a minute of having the pump on.

Is there anything I can do or do I need a different size stone or aquarium pump?
