Film on Carboy

My carboy has an irredescent film / bubbles on the shoulders above where the fermenting beer is. I would attach a picture, but I cannot figure out how to do it. I have done prolonged soakings w/ PBW and use iodophor to sanitize.
What is this film?
Will it affect my beer?
How do I get it off?

Has the carboy always had the film? Maybe internal to the glass.

As far as the picture, do you have it hosted on a server such as photobucket? Your code should look something like this...

You can also just copy and paste the link, then highlight it and press the Img button at the top of the text editor.

Hmm.... Did it just start after the last brew?

I assume that you have a carboy brush, and that is not taking it off, either? Fill it up with PBW, soak it overnight, and then go to town on it with the brush while it's still full. If it doesn't come off after that - then it probably won't affect your beer.

Make sure it's not on the outside of the carboy, I have had similar films on the outside.
