I brewed an Irish Ale from kit and got what has the appearance of a layer of dust film (its not) with bubbles under it. The beer has a horrid stench. I just wanted an exact ID on how I screwed. And what to do to fix it.

Sounds like an infection, and that's just a sanitation/cleaning issue. Make sure to use the right dilution of Idophor or Starsan, and make sure that EVERYTHING that is going to come in contact with your beer after the wort comes off the stove/burner is sanitized. (Make sure you are cleaning any gunk off your equipment before you sanitize as well, because "you can't sanitize dog shit.")
Also follow the contact time guidelines for your sanitizer. Make sure you are filling your airlock with sanitizer or alcohol (drinkable alcohol) so in case some of that falls in there, you aren't getting an infection from that.
If you are using liquid yeast, make sure you sanitize the package before you open it, and if you are pouring a starter into your wort, make sure you sanitize the opening of your starter vessel.
You may already know all this, but I thought I would just cover the bases.
Hopefully this helps a little.
Oh and don't spit/sweat/cough into your wort, that could cause some grossness.

I think the trouble came in the bleach I used to sanitize. And its a plastic bucket, however this is only the fifth run on this system and I didn't think it would be finished this soon.

I've been using a plastic bucket for a while too and the only infection I've ever gotten was when it was fermenting in a carboy. Don't throw away your stuff, sometimes it just happens. Just clean and sanitize everything really well, get some StarSan and you may be better off. Since you have to rinse with bleach water, it can cause problems if you have any microbial bitches in your tap water.
Brew it up again with some starsan and you'll probably be so happy with the stuff you'll never want to go back (i know that's how I felt after using it)
