Short[-ish] answer I live in the city, but brew upstate. Generally better to have the burner cranking on a 100 sq-ft outdoor patio, than a 30 sq-ft "terrace" on the 15th floor of an apt building...

Good Luck brewing! I think i am going to start soon. I've never brewed my own beer. I live in Mass.
