The Can You Brew It recipes follow the same rules as the Previous Jamil Show recipes and the recipes in Brewing Classic Styles. 70% efficiency, 6 gallons at the end of boil, rager for hops, hop pellets, etc. All in the book around page 41.

My local HBS (AHS) has reg. chocolate malt at 625 and pale at 200-250. Recipe calls for 400 srm.
Could I use less of the reg. chocolate to get the right color? Say about 4oz which would give me a srm of about 22. Would that change the flavor?
