Ass hat Jayne hat??

Ok i'm fairly new to the BN and have been wondering for some time now,,, What the hell is the deal with the Ass hat Jayne hat? I know (because I have been watching Fire Fly) where the Jayne hat comes from, but Why and How do you get the Ass hat award 
and is it something you have to earn or is it just one of those thing " Hey today I feel like an Ass. ?
